Allow me to share a very informative e mail sent to me by my classmate in high school. He is now a military man.

TOOLS AGAINST MMDA OFFICERS
1. MMDA officers are not allowed to group together in order to apprehend. They are not even allowed to stand together in groups of 2 or more. The only time they are allowed to work together is for special operations (probably when they apprehend groups of buses for smoke belching)
2. Swerving IS NOT a traffic violation. Moving one lane to the left or right is not swerving, no matter where on the road you do it. And it is even less of a violation when you do it with a signal. Swerving is defined as shifting 2 or more lanes very quickly. So you can argue your way out of this, and call the Metro Base for help.
3. Sadly, using the yellow lane is a traffic violation and will get you a ticket. However, buses are really not allowed to go out of the yellow lane, so if you see selective apprehension of private cars only, you may complain.
4. MMDA has confirmed that your license MAY NOT BE CONFISCATED at a traffic apprehension. The only time they can do so is if you are part of an accident, or it is your third violation and you have not settled your fines yet. They are only allowed to give you a ticket, which you can contest. He recommends actually receiving the ticket in some instances, so that you can report the officer who did it.
5. Also, you are free to ask any of these officers for their "mission order", which is written by their supervisor. If they apprehend you for a violation that is not in their mission order for the day, you can report them and they will receive disciplinary action.
So go out and fight for your rights if and when the occasion arises!

Sir Danny, tnx for that information, it will really help. But would you know the # of the Metro Base? Dami pa din kasi abusado na mga traffic enforcers at MMDA, that's why I always carry a video cam para in case na apprehend nila ako which I know na di ko naman ginawa, i'll make sure na naka video ang conversations namin. It may sound crzay pero i'll give it a try, kasama ko naman palagi wife ko eh, maybe she can take the video secretly. You know naman, nowadays, you can take hold of the smallest camera, right?, that's why i bought this gadget, para talaga sa mga abusadong, mangongotong na mga traffic enforcers. Dyan sa tin sa San Mateo, meron isang traffic enforcer, yung kalbo na maliit, na lagi naka sumbrero, ang lakas nyan mangotong.

hi regarding your inquiry as to who we can talk to in case there is an abuse fro MMDA....I pasted the exact message my classmate gave me. and here it is.....

If any of these abuses seem familiar to you, Mr. Pagulayan has asked that you call either the MMDA hotline (136) or call the METRO BASE at 09209389861 or 0920 9389875 and ask for an Inspectorate. They will send inspectors to the place where these MMDA officers are extorting, even while you are arguing out of your apprehension.


With regards to the camera thingy, I think its a great idea. but then again not everybody can afford to buy one. I heard in Japan every corner may close circuit camera, so regardless kung may pulis o wala if you do something wrong you'll be apprehended on the next corner. works both ways , if any enforcer commits kotong huli din sila. pero japan yun hahaha we are third world country.

btw, Yung bang pulis na naka sombrero at kalbo laging may long fire arm na dala? parang praning kc yun traffic lang may baby armalite na dala pa. dati ang dala nun parang 1950s m1 garrand, hahahha ginamit pa ni vic morrow sa combat. I'm sure di mo inabot yun hahaha. only shows my age...

Hello Gentlemen,

I agree with what Expeditus said, na kung may mga complaints ang mamamayan against any government employee or traffic enforcer, it's better that you report them directly to the concerned authorities so that they can apprehend, reprimand and correct the mistakes. BY doing that, you are contributing something for the betterment of our community, and for the protection and safety of the populace.

It's good to bring out all these complaints in our forum to keep the people aware with what's going on, however, it would be much better if, at your end, you resolve the matter and then post here again what action has been done to solve the matter.

Once again, I appreciate your concerns and sentiments in raising up the matter.

Can somebody give Sgt De la Serna a standard police uniform, he is scaring the hell out of of my kids, ( my son commented "daddy me gera ba?) it's like we are in a war zone ( by the love of God he's just doing traffic there is no need for a full combat gear)....hahahaha.

Well you are right every morning he is there early already doing traffic and I will respect him for doing his job. But then again, he will look more respectable and child friendly( if I may add) , if he wears standard uniform. By the way, what kind of seminar is he conducting?

BTW I don't plan to meet him ( suplado ba) joke! oks lang for as long as he don't bring his long firearm inside my humble abode.
