Official Service Van (White) with Red Plate number SJG 591...

Sobrang power-trip po nitong tao nyo...it happened just this morning around 9am sa may daang bakal sa guitnang bayan, dun po kami dumaan ng husband ko and ito pong white van na to eh busina na ng busina sa min, naka-hazard pa sya. di namin maintindihan kung bakit dun sya dumaan sa maliit na daan ng Daang Bakal tapos nagmamadali naman. Pinauna naman sya ng husband ko pero pagdating ng Guitnang bayan, meron sya ginitgit na motorcycle. Binabaan nya ung lalaking sakay (angkas ang family - daughter and wife pa naman). Nagkasigawan, and finally nagkamurahan...nung gina-go din sya nung naka-motor, bigla po nya itong sinuntok sa tagiliran. Nung bababa na ung naka-motor bigla nya binunot ung baril nya...di naman nya tinutok sa lalaki pero ini-amba nya ito. MArami po nakakita ... and we were one of them kasi nasa harap lang namin ang sasakyan nya. Sabay sakay ulit sa van nya then harurot na ulit....tsk...tsk...tsk...

Sobrang abusive ng taong ito...porket naka-RED PLATE? so what's with the plate number sir...POWER TRIP lang? MAliit lang po ung lalaki sa van, maputi and kalbo ... siguro naman ilan lang kalbo dyan sa inyo ... wag nyo naman gamitin ung mga POWERS na yan sa maliliit na tao. Alalahanin nyo sa taxpayers nanggaling ang sweldo mo...sobrang KAPAL...mahiya ka sana...umayos ka ng kilos kasi nadadamay ang kapwa mo empleyado na maayos naman...tsk..tsk..tsk...

sa mga OPSS dyan mag trabaho kayo ng maayos, hulihin nyo ang mga COLORUM, bukod sa ilegal yang mga yan, pag nakadisgrasya yan talo ang pasahero nyan dahil MC lang ang insurance nyan, at kung saan saan pa ang terminal nila nakaka abala, (sa palengke, jayniths, suave at marami pang iba.

sa tingin ko po ang isa sa mga Problema dito sa San Mateo kaya nag kakatrapik is yung mga COLORUM na tricycle, nagkalat na yang mga yan lalo na sa palengke ng Guitnang Bayan I, ginagawa nilang terminal ang palengke kaya nag kakaroon ng Clogging sa daanan.

id like to ask more about the waste management and disposal of san mateo particularly in GB1. There are grabage everywhere specially in the streets of san mateo. The new chairwoman had been posting signs "Bawal magtapon ng Basura" but then the people didnt mind and continue litering and disposing their garbage in the street. They even take the signs off the wall and show no respect at all to baraggay officials. It sucks that the bgy officials can do nothing about this.

Meron pa akong observation na hindi nabanggit.
Tae ng aso, at aso nagkalat sa kalsada (sa Pulo). Meron ba silang mga Anti-Rabies Vaccine? Kalsada lubak-lubak (sa Patiis). Okey ang kalsada papuntang bagong palengke tagos sa Court Building at Simbahan (makitid lang!). Ang mga ilog mababaw at maluwang. Meron bang solusyon ang mga ito. Meron? Pag-usapan natin.

Puna lang ito at bato-bato sa langit tamaan huwag magagalit: Pagpasok ng compound basura kaliwa at kanan. Ang Kanal hindi umaagos. Ugpungan ng road 3 at road 1 hindi natutuyo ang tubig dahil walang outlet ang surface water galing sa kanal na barado. Bandang alas siyete ng gabi umaalingasaw ang baho galing sa mga paultry. Dahil hindi kami sanay sumasakit ang aming sikmura at ulo.

I would like to call the attention of all: If you are a member of non-profit organization, elementary (at least 10 years old –with parental consent and guidance) and high school students and private citizen you are wanted! Every second changes have been taking place along the water ways from Marikina and Montalban boundary because of soil erosion. Not to mention every time it rains same thing happened. The river is getting wider and shallow due to rapid siltation endangering the lives of families living along or near the banks of the river. The distraction of the river banks is eminent every year especially now that weather pattern is changing. Due to global warming you will observed that more flooding will take place. Last year during typhoon Ondoy suffering due to property lost, and lives was everywhere you can imagine.
Tree planting project will cover the entire stretch from and to boundaries of Marikina and Montalban along water ways. Narra, Mahogany and Edible bamboo will be provided. Where in the world you will get all of the trees? The government agency will supply the planting materials. I already sent letter to Forest Management Bureau asking help.

Right now I am communicating with different government agencies including Rizal Governor Mr. Ynares III. We can do it! Spread the news. Who is this talking? Does he have a track record? I am from Dulong Bayan II check narra trees planted on four corners of basketball court at DE Los Angeles Subdivision (I did not personally planted those trees but friends did, I only provided planting materials). I am partly owner of a 1.5 acres property in Baras Rizal surrounded with two rows of Narra and Mahogany trees as wind breaker along North and East side. Along the South and West side edible Bamboo It is pretty. I am not boasting, what I am saying; I done this before. Except that I pay for those trees. I have Narra tree in front of my house and also I gave one to my Kumpare 3 houses away from me. I have rambutan, Pili nut tree in one of my property in Malanda that I personally planted those.

Trees will beautify this section of town and it will mitigate further destruction of the river banks for future generation, it will attract birds and other wild animals too.

If you have un-wanted trees of any kind on your property that can be un-earth please transfer those to a bucket.

Facts: Anything you plant in Sa Mateo will grow because of abundance of water and I would say it is a gift. I am willing to spend out of pocket money to start this project. I am absentee voter and already cast my ballot. The consulate that had jurisdiction in the State where I am at is Los Angeles, California. Take note, the ballot they sent out is not machine readable. I do believe the consul general here in California is handpicked by the administration. Do you smell something fishy? It is very alarming and frustrating to have come to know that our neighborhood is not a safe place anymore. Why?

Development Aggression 1: QUARRYING
16 January 1973 marks the day when the demise of the hills and mountains of Dulong Bayan, San Mateo commenced, on account of this extraction of non-renewable resources. Rizcon Mining Association with office address at Manggahan, Pasig, Metro Manila, was a Quarry Permit Holder in San Mateo from 16 January 1973 to 15 January 1998. As a recognized "Placer Lease Contract Holder" of Mines and Geo-sciences Bureau - Region 4 (MGB R4), Department of Environment and Natural Resources (DENR), Rizcon produced andesite, basalt, etc, by blasting the face of Mount Mataba in Dulong Bayan.

In 1977, just four years after Rizcon has initiated its mountain quarry in 1973, this same mining company based in Pasig applied for its Mining Lease Contract at the MGB-R4. Another twenty-five year permit to quarry was granted to Rizcon at the same location of mine at Dulong Bayan to extract non-renewable resources like basalt and andesite. Rizcon enjoyed a duration of permit to quarry from 14 September 1977 to 14 September 2002.

Another Permittee, Ernest Garcia, with office address at Dulong Bayan I, location of mine at Patiis, Guinayang, Malanday, San Mateo, was granted Permit to quarry with produced commodities like basalt, andesite and filling materials from 16 March 1992 to 16 March 1997.

It is interesting to note that on that same year, 1992, the Sangguniang Bayan of San Mateo, upon the proposal of Vice Mayor and Municipal Council Presiding Officer Atty. Enrique C. Rodriguez, Jr,. approved Resolution No. 66 series of 1992 - "A Resolution stating the Position/Stand of the Sangguniang Bayan with respect to the vast track of land located/situated at Brgy. ampid, Gulod Malaya, Silangan, Malanday and Pintong Bocawe." The town council resolved to maintain the usage and classification of the above-mentioned tracts of land to be agricultural, watershed and/or reforestation and/or conservation; and further, to oppose any so-called developmental plans and activties which shall damage said mountains and which ruin the foundation and appearance of the same such as, but not limited to, subdivision development, either for residential, industrial and/or commercial purposes, and quarrying.

But in 1997, one year before the expiry of Rizcon's quarry permit which would take place in 1998 as "Placer Lease Contract Holder" of theNMGB-R4, Conrock Development Corporation, with office address at Brgy. Guinayang, San Mateo, Rizal, was issued to its favor by the Rizal Provincial Mining Regulatory Board (RPMRB), Permit to Quarry at its location of mine in Malanday, San Mateo, extracting non-renewable resources like andesite and basalt. CONROCK's duration of permit was from 28 February 1997 to 28 February 2002.

Also in 1997, the RPMRB granted Permit to Quarry in favor of Monte Rock Corporation, with office address at Dulong Bayan, San Mateo, Rizal. Its location of mine is at Dulong Bayan, San Mateo, to extract from Mount Mataba precious non-renewable basalt and andesite. Monte Rock's duration of permit is from 10 October 1997 to 10 October 2002.

Still in 1997, under "Special Mines Permit Holders" of the MGB-R4 Mines Directory, CONROCK DEVELOPMENT CORPORATION, with office address at 25 Majestic Village, Concepcion, Marikina City, Metro Manila, obtained Permit to Quarry at its location of mine in Brgys. Patiis, Guinayang and Malanday, San Mateo. Said company shall undertake this extraction of non-renewable resources from 05 June 1997 to 05 June 1998.

So far San Mateo's ecological destruction as described above has progressed thus:
twenty-five years of river quarrying, thereby upsetting the river ecosystem of San Mateo;
thrity years of mountain quarrying, damaging the mountains, forests and farmland ecosystems of this town. This extractive industry has the potential to generate large volume of sediment. If washed away into nearby waterways, they beacome source of water pollution and siltation. The major sources of sediments from quarrying are (1) stripping of topsoil and overburden, (2) waste stockpile, and (3) construction of roadways. Due to quarrying, there are four factors that contribute to the rapid soil erosion and ultimately water contamination, namely:
1.over clearing
2.long steep grade of roadway increasing velocity of run-of water
3.disturbance of loose and unstable slopes resulting to landslides and muddy road conditions
4.failure to provide control measures such as drainage structures, slope stabilization, stone surfacing and vegetative buffer zone.
quarrying involves blating the face of Mount Mataba. This creates voluminous dust, causes vibrations, loud noise, flyrocks
quarrying and rock crushing activities in San Mateo initiated major changes, such as:
1. changes in the local topography, particularly Mt. Mataba, and Patiis
2. hastens weathering
3. promotes increased siltation in affected surface water bodies

Quarrying and rock crushing activities in San Mateo resulted to eight environmental impacts:
1. increased river sediment load and changes in channel stability of their Abuab creek and Marikina River
2. Changes in the dynamics of the creek and coastline
3. Changes in the aesthetic appeal of Mt. Mataba and Patiis
4. Chemical contamination and high solid contamination with high turbidity of the Marikina River
5. Removal of topsoil and vegetative cover of Mt. Mataba
6. Dust emission
7. Blasting creates voluminous dust, causes vibrations, loud noise and flyrocks
8. Silt is being carried by surface run-off
Quarrying involves rock-crushing plants. Wastewater from the crushing process contains high solid concentration and with high turbidity has affected nearby waterways like the Abuab creek and Marikina River. Silt could also be carried by surface run-off if stockpile is not properly maintained with drainage system.



DEVELOPMENT AGGRESSION 2: DISESTABLISMENT OF SAN MATEO PROTECTED AREA
There are current maneuverings (from one pillar of society, the government, that is) leading to the eventual disestablisment or banishment of the province of Rizal from the coverage of Presidential Proclamation 1636:
Our basis for the above premise are :
in 1999, PAWD-EMPAS DENR Region 4 prepared a map of the modified coverage of the National Park, Wildlife Sanctuary and Game Preserve in the Municipalities of Real, Infanta, and General Nakar, province of Quezon;
to date ( in 2003), there are six (6) quarry permits operating within Proclamation 1636. Five (5) are in Montalban, and one (1) in San Mateo;
Resolution No. 2002-02 dated 07 January 2002, duly approved by the Sangguniang Bayan of San Mateo, indorsing Conrock Development Corporation to continue its quarry operation which is inside the protected area of Mount Mataba; (in the late 1950s, then Mayor of San Mateo, ESTEBAN FLORENCIO, led San Mateo residents in denouncing the application of some individuals for homestead rights in the forest lands of Mt. Mataba)
1st Indorsement of the late Mayor Jose F. Diaz of San Mateo, dated 08 February 2002, forwarded to then Rizal Governor Rebecca A. Ynares, indorsing the application of Conrock Development Corporation to continue its quarry operation;
2nd Indorsement of Atty. Eduardo L. Torres, Provincial Legal Officer and during that time, Vice-Chairman of PMRB of Rizal, dated 11 April 2002 to DENR RED Region 4, Samuel R. Penafiel, stating among others, for Conrock Development Corporation to continue its quarry operations in Sitio Patiis, Brgy. Guinayang, San Mateo, Rizal;
PAMB 1636-Rizal side Resolution No. 03-02 granting PAMB clearance to Conrock Development Corporation;
operation of a garbage landfill by the Metro Manila Development Authority for nine (9) years at Brgy. Pintong Bocawe, San Mateo, which is inside the Protected Area.
In a letter to then Governr of Rizal, Casimiro Ynares, expressing strong support to the continuing inclusion of Rizal province in Presidential Proclamation 1636, concerned citizens cite the following reasons:
the mountain ecosystems encompass several watersheds. Watersheds are areas with topographic divides drained by rivers and their tributaries with a common outlet. In nature and following the watershed continuum, the foothills are not the lower boundaries. They are part of watershed continuum which starts from the mountaintops to the foothills, to the lowlands and finally to the sea. In this continuum, three environments are identified, namely: mountain environment, lowland environment, and sea environment. An integrated management of mountain ecosystems includes are these three environments." (abstracted from The Watershed Continuum: Linking mountain and sea environments for Integrated Management by Dr. Severo Saplaco, UP-Los Banos Insititute of Renewable Resources).
each of the mountain/hill comprising the mountain range in Montalban, San Mateo, Angono, Tanay and Antipolo has a surface that absorbs rainwater and minimizes runoff water during heavy downpour. This reality helps in reducing the risks of flashfloods in the valleys of Rizal. However, if the distruction of mountains is unabated, the said risks will continously increase. In fact, the 01 - 04 August 1999 flashfloods, which rendered 20,000 victims/evacuees in the Montalban-San Mateo-Marikina-Cainta areas was an alarming sample;
the total surface area of the above-mentioned mountain range contains precious endemic and common flora and fauna. If this surface area is continuously bulldozed and exploited, the existing flora and fauna will become extinct. The consequences would be: carbon dioxide absorption (by the flora) from all the pollution will be significantly reduced, thus aggravating global warming, fresh supply of oxygen will necessarily be reduced too, thus, worsening the already steadily declining situation of air quality. Therefore, endangering the health of all living creatures in the province.

Development Aggression 3: Landfill inside the Protected Area

The dumping of Metro Manila's garbage in Brgy. Pintong Bokawe, San Mateo, started in February of 1991 in a 2.1 hectares of land which is within the protected area of Presidential Proclamation 1636.

Alarmed by the situation, then Municipal Councilor of San Mateo, Atty. Enrique Rodriguez, Jr., together with a Parish Youth Leader, Joel Cuevas, in tandem with the Holy Cross Chapel social action coordinator, Noli Abinales, organized a protest march along the main thoroughfares of the town in February 1991. That rally contra landfill was participated in by students, concerned citizens of San Mteo, and the mini-pastoral councils of various chapels.

Three years would pass and the MMDA landfill in San Mateo was still operational. On 19 March 1994, the Disaster Management Council and the Ecology group of the diocese of Antipolo, together with the Parish Priest, Rev. Fr. Arnel Lagarejos, Councilor Jun Endaya, Parish Pastoral Council Secretary Connie Angeles, and the assistant coordinator of the social service ministry, Noli Abinales, conducted an ocular visit of the landfill in Brgy. Pintong Bokawe. The group observed that beneath the leacheate pond of the said landfill, a concrete pipe was surreptiously installed to serve as drainage pipe for the leacheate thus serving as a conduit for the leacheate to flow out of the pond onto the nearby Dayrit Creek which connects to Boso-Boso River. This river is a tributary of Wawa River in Montalban which connects to Marikina River and drains to the 90,000 hectare-body of water, the Laguna de Bay.

Despite instructions of then DENR Secretary Angel Alcala in August 1993 for Metro Manila Authority to "shut down its San Mateo landfill", then President Fidel V. Ramos, on 28 August 1995 issued Proclamation No. 635 "excluding from the Marikina Watershed Reservation certain parcels of land embraced therein for use as sanitary landfill sites and similar waste disposal under the administration of the Metropolitan Manila Development Authority."

The San Mateo protest march contra landfill in 1991 was replicated in 1995. This time, through the initiatives of the Social Action Center of the diocese of Antipolo, the Antipolo Homeowners Association, and the affected barangays of Antipolo. That protest action was held at Masinag junction in Antipolo City.

In December 1996, former Health Secretary and now member of the Philippine Senate, Dr. Juan Flavier, conducted an ocular inspection of the San Mateo landfill. He declared that the unabated dumping of 6,500 tons of garbage everyday at this disposal facility might result to the rise of epidemics in the area.

Two years later, in July 1999, a big protest rally was again held in Masinag junction, Antipolo City. Members of the Executive and Legislative body of the Municpality of San Mateo showed up in that mammoth gathering. Intense negotiations with the MMDA resulted to the signing of a Memorandum of Agreement duly signed by then President Joseph Estrada with the commitment that San Mateo Landfill shall be closed on 31 December 2000.

Landfills are considered as toxic time bombs. Two staffs of Greenpeace Southeast Asia based in Manila, on 16 January 2001, arranged with Noli Abinales a confidential trip to the newly shut down landfill of San Mateo. After descending the steep hills at the back end of the landfill, the three forded the waters of Boso-Boso river, then an uphill climb up to Dayrit creek. Julius and Francis of Greenpeace collected three liters of leachate-contaminataed waters of the creek. These samples were then sent by Greenpeace Southeast Asia to the University of Exeter laboratory, England. Subsequent tests and analysis revealed that the water specimen were positive for heavy metals like: cadmium, lead and mercury.

DEVELOPMENT AGGRESSION 4 : OPEN DUMPSITES
At Brgy. Guitnang Bayan I located in a ridge along Kambat-Maarat Road
commenced in May 2001 up to October 2002. On 07 October 2002, a trash slide
occured and burried alive two kids whose family resides along the creek at the
tail end of this open dumpsite.

At Brgy. Guitnang Bayan II located along the banks of San Mateo River. First,
it served as a Transfer Station in 1993, degenerated into an open dumpsite at
present. This dumping facility is very proximate to residential areas, the
Justice Hall of San Mateo, the Municipal Jail of San Mateo, the Municipal
Agriculure Office of San Mateo, Roosevelt High School, San Mateo, and pumping
station of Manila Water.

At Brgy.Ampid II
In November 2002, the back portion of the eastern concrete fence of Justice
Vicente Santiago Elementary School became the next open dump facility of the
town. After one and a half months of exposure to the filth and stench of this
garbage disposal facility, several teachers and students of said school
showed signs of ailment, mostly respiratory, some intestinal, and were re-
quired medical treatment.
Consequently, on 22 January 2003 classes were suspended by Dr. Rafael Ata-
nacio, Principal of the school, at 10:30 AM and at 2:30 PM due to intolera-
ble foul odor emitting from the dumpsite.

At Sitio Amianan, Brgy.Pintong Bukawe
In the mid-part of March 2003, an open dumpsite became operational one kilo-
meter away from the recently closed MMDA landfill in Pintong Bukawe. To date
(August 2006) this open dumpsite inside San Mateo's protected area is still
operational.

At Sitio Ibayo, Brgy. Maly
In 1995 a businessman from Manila began operating a dumpsite for plastic
discards from factories at a former river quarry in Sitio Ibayo, Brgy. Maly.

At the riverbanks of Brgy. Banaba
**Many constituents of Brgy. Banaba, particularly those residing very proximate
to the embankments of Nangka River, have developed the "throw away culture"
when it comes to disposing domestic solid wastes.


DEVELOPMENT AGGRESSION 5: MASSIVE LAND USE CONVERSION AND RAPID URBANIZATION
- Proposed Cement Batching Plant

DEVELOPMENT AGGRESSION 6: COMPREHENSIVE LAND USE PLAN (CLUP) OF SAN MATEO

The CLUP of San Mateo, approved by the Sangguniang Bayan as Ordinance No. 2002-01, stipulates in part that the upland portion of San Mateo shall be opened for development. As a consequence, some 1,100 hectares of the mountainous areas of this town are earmarked for Light to Medium Industrial Zone. Volume Three of the San Mateo CLUP enumerates various businesses that would be permitted to be established in the uplands including manufacture and processing of batteries.


THE CLUP OF SAN MATEO VIS-A-VIS GEOLOGICAL STUDY OF THE UNIVERSITY OF THE PHILIPPINES- NATIONAL INSTITUTE OF GEOLOGICAL STUDIES (UP-NIGS)

The rolling hills and plateau of San Mateo and the mountain areas are classified as vulnerable to landslides. This is based on a study conducted by the University of the Philippines- National Institute of Geological Studies (UP-NIGS) which dealt with the "geological baselining of the hill-based subdivisions of the Montalban, San Mateo, and Antipolo areas". The rolling hills and plateau of San Mateo is inside Zone II or Medium vulnerability area, while the mountain areas classified as Highly Vulnerable to landslide (Zone I). Zone II is characterized by slopes which mark the transition between the high hills and the floodplains. At the highly vulnerable areas to landslide in San Mateo, unfavorable factors are present: intense fracturing, very active erosion, very high internal relief, very steep slope, etc. All these characteristics make the north and norteastern part (Montalban) extending to the central (San Mateo) and southern part (Antipolo) classifiable to Zone I (highly vulnerable to landslide). The above factors indicate the rocks in these portions of San Mateo have low strength even though some areas are underlain by "hard" rocks (i.e. igneous rocks). And this zone is with the largest extent.

With the rapid urbanization obtaining in the mountains of San Mateo (classified as the Lungsod Silangan Townsite) at present, the UP-NIGS study recommends housing and subdivision developers to undertake mitigating measures, like: adequate drainage, proper orientation of slope cut with respect to the orientation of fractures, sufficient slope support, protection and cover (i.e. retaining walls, ripraps, vegetation, etc.), and sound foundation and building design. It appears now that if all the mitigating measures recommended shall be implemented, the high cost of development shall become astronomical, hence, the developers shall have a hard time selling lots and houses. To cut costs, mitigating measures are abbreviated or never undertaken at all.

UP-NIGS reminds everyone that " an area (like in San Mateo) can be gently to moderately sloping but can be prone to mass movements of materials due to the presence of aggravating conditions such as unfavorable dip of beds, soil content, saturated materials, overloading of infrastructures among others."

The Grand Canal (Italian: Canal Grande, Venetian: Canaģasso) is a canal in Venice, Italy. It forms one of the major water-traffic corridors in the city. Public transport is provided by water buses and private water taxis, but many tourists visit it by gondola. At one end the canal leads into the lagoon near Santa Lucia railway station and the other end leads into Saint Mark Basin: in between it makes a large S-shape through the central districts ("sestieri") of Venice. I have a brilliant idea that will tickle your mind. San Mateo canal can be reclaimed and converted into a world class water-traffic corridors Venice style. San Mateo Canal is wide enough to accommodate the traffic. Confined the water mini dam kind of. We need engineering hydraulics expertise due to humongous water pressure resulted from flash flooding. You may want to start planting trees along the bank of the river. Narra and Mahogany best kind of hard wood alternate with bamboo (edible bamboo is recommended) these types of trees can be obtained from Department of Agriculture free. Proper planning and dedication is the key. Aquatic life can also be benefitted from this project including birds, edible mushroom and bamboo shoots for everyone. Department of Environmental and Natural Resources (DENR) must educate those people dwelling by the water ways. Provide common septic tank to the community that does not have one. River bank is collapsing due to rain. Trees and bamboo will hold the ground preventing from washing off (mudslide) hence this will managed siltation into the river bed. Bayanihan is popular in the Philippines. No more time wasting. Look at the map provided with hirolionheart, Under: Strategic location reply no.5 dated May 16, 2009. I don’t know if someone owned the waterways. What I know San Mateo Mountains are titled belongs to unscrupulous politician. How ironic this is national heritage.

School-wise, Roosevelt College topped the list of registered alumni with 218, followed by San Mateo Nat’l. High School with 117, Christ the Lord of Harvest Academy with 78, Sto. Nino High School with 75, St. Matthew College with 43 and NSDAPS with 15 alumni. Barangay-wise, Bgy. Guitnang Bayan 1 topped the list of registered members with 139, followed by Bgy. Silangan with 101, Bgy. Ampid 1 with 80, Bgy. Sta. Ana with 52, Bgy. Sto, Nino with 46, Barangays Guitnang Bayan II & Dulong Bayan II tied up with 35 each, with the other barangays having members below 35, with Bgy. Pintong Bukawe with 1.

As you are fully aware, San Mateo was not spared from the devastation caused by continuous rains and floods brought by Typhoon Ondoy and Pepeng, the worst in the history of our country. No one was spared from the wrath of nature, rich and poor, young and old, and until now, relief and restoration continues, but most of all, many poor people cannot get up and don’t know how to start all over again..

The purpose of this letter is to appeal and seek refuge to all the residents, local and abroad, to share your blessings to our distressed townmates, like schools bags, backpacks, notebooks, books, pens, erasers, raincoats, slippers, rain boots, clothes, socks, shoes or whatever excess personal belongings you have, as well as financial assistance to help those whose houses were washed away to start anew.

On behalf of the Officials of Batang San Mateo, who themselves were victims, and as the Founder & Webmaster of BSM, I call on everyone to contribute whatever help you can and rest assured that every amount and item you shared will be fully accounted for, and every beneficiary of financial assistance will be made known to everyone and photos and videos of the relief distribution will be published in our website for transparency purposes,

Bago lamang ako sa site na ito. Hindi ako taal na San Matean pero likas na saking pagkatao ang pagpapahalaga, paghahanap ng kabuluhan at kahulugan sa mga bagay na may kaugnayan na sa akin. Residente na ako ng bayang ito sa nakaraang 15 taon para sa kaalaman ng lahat at nasa konteksto ang aking pinagmumulang pagpapahayag.

Ngayong araw na ito lamang ako sumapi rito sa kadahilanang ang talagang pakay ko ay ang opisyal na website ng pamahalaang bayan natin. May mga obserbasyon, paglilinaw at mga mungkahi ako sa mga bagay-bagay na may kinalaman sa bayang ito na nais kong iparating sana sa mga kinauukulan. Ang natagpuan ko ay ang site na ito dahil under construction pa ang opisyal na website ng ating pamahalaang bayan.

Una kong nakita ang batangsanmateo sa sticker na nakapaskil sa tricycle sa aming barangay. Pangalawang engkwentro ko ay ito na nga sa site na ito.

Nang inisa-isa ko na ang mga pahina ng site na ito, malinaw na isa itong neighborhood at alumni organization (na hindi malayong ma-improve pa). Malinaw rin sa akin na ang may-ari ng site na ito ay nasa ibayong dagat. Nagulat lamang ako na may pamunuan pala at sila ay appointed. May mga ideyang umukilkil sa aking isipan.

1) Marapat lamang na pasalamatan natin ang may ideya at lumikha ng site na ito. Kung wala ito, wala tayong venue para ipahayag ang ating sarili sa ano mang usaping apektado ang bawat isa kaugnay ng ating bayan. maganda at malinis naman ang intensyon niya/nila. Lamang ay dahil musmos pa ang site na ito, marami pang positibong pagbabagong puwede nating pagtulung-tulungan mula sa salita hanggang sa aksyon.

2) Sanay na rin ako na sa ganitong mga site na normal na ang mga "bangayang" estilo ng pagpapalitan ng mga pahayag. May kani-kaniya kasi tayong personalidad. Nakapanlulumo lamang na ang estilo ng iba ay tila hindi sibilisado. Hindi kinakailangang may mataas na pinag-aralan para matawag na sibilisado. Oo may tinatawag tayong bugso ng damdamin pero hindi kinakailang magpakaburak para maipahayag natin ang ating sarili. Sana lamang ay maging sibilisado ang ating pagpapahayag. Paano? Huwag muna agad patulan ang mga naisulat na. basahin nang paulit-ulit. Gumawa muna ng burador (draft) na kasagutan. Rebisahin ang burador. Kung may mapagkakatiwalaang tao, ipabasa sa kaniya/kanila at itanong kung ano ang dating ng ating burador. Kung walang gayong tao, maging obhektibo sa sarili at sarili na lamang ang humatol kung sibilisado at nasa punto ang isinulat. Kung sibilisado naman at nasa punto, saka natin i-post.

3) Sa pag-popost naman ay may tinatawag na norms o kalakaran. Karamihan sa atin kasi ay nagpapaka-in sa IT age pero hindi naman tunay na gagap ang naturangang larangan. Ang iba sa atin ay hindi alam na may patakaran din sa pagpo-post. Maipahayag lang ang sarili ay okay na. Maganda naman iyon. At least na-articulate at na-assert ang sarili. Pero paano naman ang sensibilidad ng iba? Kasing-simple na kung may mga batas sa ating paaralan at pamayanan ay may kaukulang patakaran din sa pagpo-post ng messages dito. Ewan ko kung meron ang site na ito. Hindi ko pa makita sa alinmang threads o folders dito. Sa mga egroups na kinaaaniban ko ay may ganoon. Sa ngayon ay may isa akong mino-moderate na gayon. Makakatulong kung maihahabol ang ganitong tagubilin para nasa ayos ang postings. May kaukulang “parusa” ang sinumang sumuway sa mga tagubilin katulad ng warning sa simula hanggang sa pag-alis sa naturang sumuway sa site na ito kung paulit-ulit na ang kanyang pagsuway. Isa ito sa mga nabanggit ko sa (1) na mga pagbabago. Hindi ako techie o techno-savvy kaya sigurado akong makakatulong ang mga IT-knowledgeable.

4) Kung magpapahayag naman tayo, hindi puro nasa negatibo. Hindi masamang purihin ang nagawang maganda, tama at mabuti. Hindi rin masamang pumuna at maglinaw. Pero ang bumatikos nang bumatikos nang wala namang alternatibo o kongkretong mungkahing inihahain ay sukdulan na ng kabalintunaan. Mas makakabuti na kung wala rin lang masasabing mabuti ay manahimik na lamang. Hindi masamang batikusin ang mga kinauukulan ngunit alalahanin nating tayo man ay may responsibilidad bilang mamamayan ng bayang ito.

Ilan pa lamang ang mga ito sa pambungad kong pahayag. Sa abot ng aking oras, kakayahan at availability ng resources ay pipilitin kung maging “aktibo” sa site na ito... hindi lamang sa diwa at salita kundi lalo’t higit sa gawa.

I would just like to express my various observations, clarifications and recommendations on the management of various aspects of our Barangay Ampid 1.

• DELOS SANTOS STREET
It has been noticeable for years now that Delos Santos Street easily gets worn out despite the constant repairs. I am thankful that this has finally materialized recently this 2009. But the traffic scheme currently implemented still needs to be improved. Once passengers have gotten in from the terminal at the Mercury Drug Store, the outgoing tricycles counter the incoming tricycles about to unload passengers in front of the Santolan Arcade which causes terrible traffic. Worst of it all is that municipal employees with dark blue T-shirt uniforms printed with OPSS at its back do not do anything about it. Furthermore, last 9:00 pm of Thursday, 24 September 2009, most of the tricycle drivers lined up in the terminal do not want to take me in upon hearing my destination with no apparent valid reason. Worst of it all, these five (5) OPSS men were just chatting with a tricycle driver whom they called in from the line up. Aren’t they supposed to enforce traffic order there? Are they being paid by taxpayers’ money to just chat and do not render the work they are expected to do? Isn’t it more practical to let the outgoing tricycles exit through General Luna Road to enter Delos Santos Street?

I am a social-cultural advocate and a media practitioner. I used to be a public servant, not politically though. I have long been urged to run as barangay chairperson but public service can still be delivered effectively and efficiently even without political post. But as a concerned proactive citizen, I will not let these things pass unacted upon. Do we still need the media’s attention to let these concerns be acted upon? I hope not. But if need so, I can very well do it… and soon.

It is with high hopes that these matters shall be acted upon accordingly not simply because Elections 2010 is fast approaching.

I would just like to express my various observations, clarifications and recommendations on the management of various aspects of our Barangay Ampid 1.

• DELOS SANTOS STREET
It has been noticeable for years now that Delos Santos Street easily gets worn out despite the constant repairs. It is not like Payatas Road where dump trucks and similar vehicles ply to and fro said street yet the stretch of said street from General Luna Road going up, especially until the barangay hall, is constantly plagued with cracks and holes. Are the materials used substandard? It is also highly noticeable that only half of the whole street width is rehabilitated at a given time. That is why the street is constantly repaired. Isn’t it much more cost effective if it is repaired all at once with quality materials that will last for quite a time? hindi man ako taal na San Matean, likas na sa akin ang pagpapahalaga sa ano mang bagay na may kaugnayan ako. at bilang isang social-cultural advocate, media practitioner at marami pang iba, harinawang magiging aktibo akong bahagi ng site na ito. harinawa rin ang site na ito lalo na ang mga nagpo-post dito ay hindi lamang matatali sa salita ang lahat.

ang tunay na empowerment ay ang kabuuang aktwalisasyon ng potensyal ng sarili... na kapag pinagsama-sama at pinagkaisa ay kaakibat ang positibong epekto sa bayang ito at sa bansang ito.

ngunit paalala lamang mga kapatid, pakalimiin natin ang tunay na kahulugan at kabuluhan ng kaunlaran. sa nakikita ko sa thread na ito ay puro pisikal na kaunlaran lamang. oo't may magsasabing ang pagkakaroon ng mga daan at mga negosyo sa ano mang bayan ay naghahatid ng kaunlaran sa buhay ng bawat isa -- lalo na sa usapin ng trabaho, kabuhayan at iba pa. ngunit ang moral, ispiritwal at kultural na kaunlaran ay tila hindi napagtutuunan.

isa ring palakpak para kay tambay ng dekada 80 lalo na sa kanyang pagiging mapagbantay na mamamayan na handang makipag-ugnayan sa media. pero payong kapatid: huwag mong lang-langin ang pagiging tambay. may iba ka pang magagawa. kung tambay ka pa rin sa ngayon, maging volunteer sa alin mang grupo o kilusan na naglalayong mapaunlad ang bayang ito. malaki ang mararating ng pagiging volunteer. ang isang munting gawa kapag pinagsama-sama ay malaki at malakas ang epekto.

I am thankful that this has finally materialized recently this 2009. But the traffic scheme currently implemented still needs to be improved. Once passengers have gotten in from the terminal at the Mercury Drug Store, the outgoing tricycles counter the incoming tricycles about to unload passengers in front of the Santolan Arcade which causes terrible traffic. Worst of it all is that municipal employees with dark blue T-shirt uniforms printed with OPSS at its back do not do anything about it. Furthermore, last 9:00 pm of Thursday, 24 September 2009, most of the tricycle drivers lined up in the terminal do not want to take me in upon hearing my destination with no apparent valid reason. Worst of it all, these five (5) OPSS men were just chatting with a tricycle driver whom they called in from the line up. Aren’t they supposed to enforce traffic order there? Are they being paid by taxpayers’ money to just chat and do not render the work they are expected to do? Isn’t it more practical to let the outgoing tricycles exit through General Luna Road to enter Delos Santos Street?

I am a social-cultural advocate and a media practitioner. I used to be a public servant, not politically though. I have long been urged to run as barangay chairperson but public service can still be delivered effectively and efficiently even without political post. But as a concerned proactive citizen, I will not let these things pass unacted upon. Do we still need the media’s attention to let these concerns be acted upon? I hope not. But if need so, I can very well do it… and soon.

It is with high hopes that these matters shall be acted upon accordingly not simply because Elections 2010 is fast approaching.

mahirap maging isang lingkod bayan kaya iilan lang talaga ang may malasakit, taos puso at handang maglingkod. kaya dapat lang talaga na kilalanin muna ng mabuti ang kandidato na iboboto.

Yes sir, last year pa to naka post.

Madami projects ang GB1 kaso lang no time for posting, masyado time consuming, feeling ko mas maganda magtrabaho kaysa mag post ng pictures.

Rgarding sa kambal road na sinasabi mo, tama ka ulit napakapangit na nito lalo na ng daanan ito ng mga 10 wheeler trucks, and teenager pa yata ako nung last na magawa itong road na to.

Pero it seems na malapit nang maayos ang road na to dahil may budget ang municipal government alone na 12 million and ready for bidding na. cant remember kung 9 or 12" ang kapal nito, then if my source is right next is improvement of sidewalk and drainaige from the provincial government.

Prospective bidders should possess a valid PCAB License applicable to the contract, have completed a similar contract with a value at least 50% of the ABC, and have key personnel and equipment (listed in the eligibility forms) available for prosecution of the contract. The BAC will use non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as the Preliminary Examination of the Bids. Only those bidders passing the eligibility check will be entitled to purchase the bidding document.

Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations (IRR-A) of Republic Act 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act and is restricted unless otherwise stated to organizations with at least seventy five percent (60%) interest in outstanding capital stock belonging to citizens of the Philippines. regarding sa mga games at movies ko parang gusto ko syang ibenta (dami narin kasi).

50ph per dvd of 4.3-4.5GB(selection of games and movies from list), meet ups along san mateo, para hindi lugi minimum of 3 dvd's per order ok lang kaya to sir hirolionheart. try ko kayang start ng thread regarding dito.

walang anuman po sir hirolionheart, regarding sa mga supermarket i agree with sir hirolionheart strategic point ang mga pwesto ng mga supermarket sa san mateo (with direct competition like budget lane vs puregold and jayniths vs suave) offcourse kung san malapit don bumibile ang mga tao.

sana nga magkaroon na tyo ng malapit na mall sa san mateo sa tingin ko kasi ang pinakamalapit sa atin is EVER Commonwealth the rest is malalayo na.

sa pagkakaalam ito yung daan patungo sa san mateo landfill. ito rin yung daan na paborito ng mga mountain bikers (kasama ko jan). not sure pa kung saan ang kadugtong nito.

Medyo wala akong ideya tungkol sa Netra ;D

Tama, kitang-kita na ang bagong kalsadang ginagawa sa upper San Mateo. Mula sa aking perspektibo, tanaw na tanaw ito sa kahabaan ng Gen. Luna Ave., Kambal Road, at Batasan-San Mateo Road. Wow, hanggang Marcos Highway, Gil Fernando, Sta. Lucia, kitang kita na rin pala :D

Hindi ko pa lang din sigurado kung ito ay bahagi na ng C6 Road na magdudugtong-dugtong sa Taguig City, Angono/Taytay, Antipolo City, San Mateo, Rodriguez, at San Jose del Monte City. Pero maaaring.

Hindi ba't napakaganda kung madedevelop ng husto ang Upper San Mateo dahil tanaw ito mula Quezon City, Marikina City, Lower Antipolo City, Pasig City, Cainta, at Rodriguez. Kailangan lang ng tamang engineering works dahil sa sensitibong lokasyon kasabay ng hindi paglapastangan sa kabundukan gaya sana ng orihinal na plano para sa Baguio City :D ;) :D

P.S.
Kahit sobrang dami na ng tao sa Baguio City, hindi pa rin ako mangingiming pumunta doon :)

Sa tingin ko hindi masyado maaapektuhan ng Robinsons Supermarket sa Rodriguez, at ang kabubukas lang na Parco sa Nangka, Marikina City ang Puregold San Mateo, Budgetlane Sulitmarket at iba pang supermarket/groceries sa San Mateo. Una, mas strategic kasi ang location ng Puregold San Mateo na nasa junction ng Batasan-San Mateo Road at Gen. Luna Ave na pinagdudugtong-dugtong ang San Mateo, Quezon City at Marikina City. Alinsunod dito ay ang mas mabigat na foot traffic sa paligid. Gayundin sa iba pang supermarket sa San Mateo na buhos lagi ang tao dahil mas pipiliin nila na mamili sa pinakamalapit kaysa sa lumayo pa.

Kaya wika nga, tangkilikin ang sariling atin :D

Ang masasabi ko na dinadayo pa rin ng mga taga-San Mateo ay ang Araneta Center Cubao, Sta. Lucia East Grandmall, Robinsons Metro East, at siyempre ang mga SM Supermalls na pinakamalapit sa San Mateo - SM City North EDSA, SM City Marikina, at SM City Fairview ;D

Yung Ministop sa Ampid, malapit nang magbukas ;)
Sunod-sunod na nga ang mga business establishments na tinatayo at nagbubukas sa San Mateo. Siguradong makakahatak din ng investors ang Sports Stadium at iba pang proyekto sa San Mateo. Ang C6 Road na dadaan sa Upper San Mateo ay malaking asset din kapag nakumpleto at nabuksan na :D

Alam ko kasi NETRA II is not a part of MALY; I think Malanday or Guinayang to.Baka Netra Subd ang correct. Magkaiba kasi ung NETRA II sa NETRA SUBD.

and regarding sa kalsada sa liamson thanks sa explanation at least alam ko na dapat sa congressman ang request nito or provincial level na mismo ng rizal hangat wla pang turn over from developer thanks po sir expeditus.

so far regarding mayor paeng mukhang ok naman ang pagpapatakbo nya ng SAN MATEO. marami akong nkikitang business establishment na pinasara dahil kulang sa permit.
ang naging problem lang namin sa guitnang bayan I is collection ng basura.
